Plump and not very tall, this merman wears his blond hair grown down to the waist. A long beard hangs from his chin, and a pair of broad whiskers sprout above his lip in the manner of his namesake fish. A monocle rests over his left eye, an outsized top hat crowns his head, and he leans on a wooden cane topped with a horned ornament to move about. In his younger years his beard was darker and more unkempt.
Solemn and dedicated like his colleague the Minister of the Right, he expects his king to treat royal duties with equal gravity, scolding Neptune for slipping out of the castle without protection. He can be diplomatic, agreeing with Zoro's sarcastic suggestion that the palace might have offered the intruders tea rather than force. Even so, he rushes to judgment, branding the Straw Hats a danger to Fish-Man Island and accusing them of conspiring with Hody Jones and Vander Decken IX. Watching Zoro's honorable conduct eventually softened his stance, and once the crew saved the island he treated them with genuine respect, gifting them a Log Pose for the New World.
During Queen Otohime's lifetime, the minister advised Neptune to have her record her speeches rather than address crowds in person, but the king backed Otohime's approach and charged him with guarding her. He later found her despondent and intoxicated mid-broadcast after years of failing to win over the citizens, then shared in her tears of joy once the people finally began signing her petition. That hope was cut short when the box of signatures burned and Otohime was shot dead. Hody's lie that a human had killed her crushed the island's spirit, and the minister kept the grieving Neptune company outside Hard-Shell Tower before attending the queen's funeral.
When the Straw Hats reached Ryugu Palace, he scolded Neptune and ordered the guards to detain Nami, Brook, and Usopp. After being tied up, he warned Nami that an ordinary Log Pose fails in the New World. He accused the crew of plotting with the invaders once Hody and Decken broke in, panicked as Hody flooded the palace, and was eventually freed and flung clear by the king. At Gyoverly Hills he and the soldiers were overwhelmed by Ikaros Much's sea bear, and he lamented the kingdom's collapse just as Otohime's dream seemed within reach. He later ordered an evacuation, reunited with Neptune, and apologized for failing to shield him.
After the New Fish-Man Pirates fell and the island celebrated, he relayed news of the recovered mermaids and stolen treasure to the king and negotiated unsuccessfully with Big Mom's envoy Pekoms over the candy shortage. As the Straw Hats departed, he presented Nami with a new Log Pose suited to the New World. He and the Minister of the Right later urged Shirahoshi to attend the Levely, appeared in the throne room when Garp visited, and stood among the crowd at Ryugu Palace listening to Vegapunk's global broadcast.
