Its body is fashioned from metal and ringed at the neck by a spiked collar. Ventilation holes pierce the torso, and a small chimney rises from its back to vent exhaust smoke. Whether it counts as a cyborg or a purely mechanical build has never been clarified.

It conducts itself much like an ordinary dog, barking and helping itself to litter without being told. The anime gives it a stricter streak, depicting it lunging angrily at anyone who litters rather than disposing of their refuse properly.

True to the recycling implied by its name, the device disposes of Egghead's waste by swallowing scraps and rubbish. It first turned up to clean away the litter that Luffy, Bonney, and Chopper left behind after using the Automatic Cooking Machine. The word "Wan" mimics a dog's bark in Japanese, while the official English name Recycollie likely nods to the Collie breed.
