A self-important Special Inspector toting an oversized bazooka, this G-8 storyline casts him as its secondary villain, a man who keeps bungling his schemes into helping the very pirates he hunts.
A ponytail tops Shepherd's gray-toned face, and his usual look combines the official Marine overcoat with purple clothing and a pair of purple eyeglasses. Robin stripped both the garments and the glasses from him when she stole his identity. Following his release from the brig he got the clothes back, though the eyewear appears to have stayed gone.
Believing his lofty rank sets him above the average Marine, Shepherd hurls threats of court martial and decommissioning at anyone who fails to follow his orders precisely or whenever things stop going his way. He holds open scorn for the G-8 base along with its commander, Jonathan, judging the place useless, and he would happily file a damning report or show off in front of the troops just to get it shut down. Because he stubbornly turned down Jonathan's offer of help, his interference works against the rest of the base and tends to backfire into aiding the Straw Hats. For all his bluster, the instant a situation truly turns on him he reveals a cowardly streak, a temperament the wiki compares to Spandam's.
Shepherd commands no powers of his own, yet he hauls around a formidable piece of equipment: the Eagle Launcher, which he boasts to be the newest and finest piece of portable artillery ever produced by Marine Headquarters. Named after a raptor's talons, its destructive output is said to match a small battleship, and he is strong enough to lift the massive weapon with ease. His skill with it, however, is poor, and the launcher repeatedly misfires in ways that save the Straw Hats instead of destroying them.
On reaching G-8 he refused to disclose his rank to a lower-ranked officer, claiming his VIP standing excused him. Robin soon ambushed and concealed him, taking on his role, and once he reappeared Usopp tagged him with the name Condoriano, branding him an amnesiac Straw Hat who was thrown in the brig. After being freed, he set out to embarrass Jonathan himself, confronting cornered Straw Hats inside the vault only to fire the Eagle Launcher in reverse and knock down his own men with Robin's interference. His later plots, an attempt to sink the Going Merry and one final shot aimed at Luffy, each dissolved into accidental help for the pirates, and the arc closed with Jonathan's wife Jessica decking him.
