Tosa

Towering and heavily muscled, Tosa is a dark-skinned man whose thick black beard rounds out his face. His arms are massive and hairy, ending in oversized hands. A cap reading MARINES sits on his head, and he dresses in an orange tee, dark green trousers, and heavy boots. Befitting his rank, a Justice coat with golden cuffs hangs from his shoulders.

Tosa approaches his assignments with grim focus. He was sure that his own power was more than enough to bring down Jewelry Bonney. For all his appetite for combat, he also showed loyalty to his superiors, growing alarmed when Bonney drove a blade into the Elder Jaygarcia Saturn and standing down the instant Saturn ordered it.

His Vice Admiral rank gives Tosa command over subordinate Marines, and together with four other officers of equal standing he can be entrusted with ten warships for a Buster Call. His personal art, named Tosa-Ken, lets him strike as though biting with his hands. He proved astonishingly durable, walking away unharmed after a giant brought an axe down on him. The anime also paints him as remarkably swift, sprinting fast enough to chase down Franky and Atlas while they flew on boot boosters.

Tosa wields the Six Powers technique Shigan, claiming his fingers can punch through armor; in the anime he splinters thick trees bare-handed to prove it. Like all Vice Admirals he commands Haki, and he layers Armament Haki over his Shigan. When the order came to execute Bonney, he took up a bulky, cannon-like rifle.
