He arrived at Ohara in the West Blue alongside CP9 chief Spandine under government orders, ostensibly to halt the island's scholars from unlawfully reading the Poneglyphs, though the real aim was to justify a Buster Call against the whole island. When the Marines tried to reach Spandine, Kamaya passed along the message but was told to ignore it. He directed his subordinates to round up everyone claiming to be a scholar, then joined Spandine in the forest to confront Nico Olvia. With Laskey at his side, he easily overpowered her and hauled her unconscious into town among the other captured scholars, after which Spandine ordered him to report to the Five Elders.
