Known as "Broken Hat," Tsunagoro led the yakuza of Wano Country's Hakumai region. The Beasts Pirates locked him away in Udon, yet Luffy's takeover of the prison set him loose, after which he stood with the alliance against Kaidou.

Slender with an elongated face and pale hair, Tsunagoro wears a striking pair of topknots while the rest of his hair tumbles forward to conceal his right eye. A menacing grin and a sprig clenched between his teeth round out his usual look.

Leading the yakuza earned him the devotion of his Hakumai people and the regard of the rival bosses of his day, with whom he could collaborate. His esteem for Hyougoro runs especially high; he carries out the elder's instructions and is quick to menace anyone who slights him.

Tsunagoro has the muscle to keep a flailing Luffy pinned while the youth was being disciplined for his rudeness. His usual armament is a brace of pistols, much like Izou, and he has also wielded a knife in an attempt to cut Luffy apart and drawn a katana when poised to end Omasa, though neither blade has yet entered true combat. He rose to lead Hakumai's yakuza at some earlier point, resisted the Beasts Pirates after they seized Wano, and was condemned to toil in the Iron Factory of Udon's Prisoner Mine. He was laboring there when O-Lin went on a rampage through the jail, and the rebellion Luffy ignited freed him alongside the rest. When the yakuza bosses came to honor Hyougoro and moved to punish Luffy's flippant manner, the elder waved them off, and they departed to muster their followers across Wano. Two days ahead of the Onigashima raid they relayed their recruited tally to Kin'emon. On the Fire Festival, Tsunagoro battled at Hyougoro's side on the Live Floor, then offered along with the other bosses to protect Chopper as he churned out the Ice Oni cure, even fielding a dying Omasa's plea to be killed before Chopper managed to heal everyone afflicted.
