Legend of the Rainbow Mist! Old Man Henzo of the Luluka Island!

Fleeing a fleet led by Rapanui Pasqua, whose coin-flung Finger Bomb misfires after a sneeze and strikes a fellow Marine ship, the crew breaks through the scattered formation and puts in at Ruluka. A tax collector immediately berates Nami, and a famished Luffy bowls straight through both the official and Sanji. Usopp and Robin notice an elderly researcher named Henzo, who, eager to discuss the Rainbow Mist, invites them to a local restaurant.

Over the meal Henzo describes his long study of the Mist, and Robin shows him an Alabasta book on the subject. The island's Tax Collection Squad storms the eatery, sending diners gulping down food to avoid levies, and even taxes Luffy for his mountain of spaghetti, a bill Usopp is stuck paying. Elsewhere the electrically armored Dynamo Squad ambushes Sanji, Nami, and Chopper, shocking Sanji until his retreat tangles their gear and lets the three escape.

When a galleon called the Talielisin surfaces in the harbor, Henzo rushes aboard with the rest of the crew, takes a reading that confirms the Rainbow Mist is appearing, and commandeers the Going Merry to plunge into it despite their protests, sailing the ship into Ape's Concert. This launches the Ruluka Island Arc; the Funimation dub contains an error in which Zoro refers to the crew having three bounties before his own is known.
