Finding that the Going Merry has been relocated, Robin counsels patience and a careful escape plan, but Usopp would rather rush off after the ship at once. Near the Stan Maley, Robin spots an officer walking alone who calls himself a general inspector. She ambushes and beats him, takes his uniform, and uses the disguise to move freely through the base. Luffy, posing as a waiter, delivers Jonathan his lunch and is recognized on the spot, and though Sanji tries to rescue him the pair are ringed by cooks until a sudden flood of a hundred Marines into the kitchen lets them slip away in the crush.
Usopp, dressed as a chore boy, reaches the spot where the Merry is held and runs into the shipwright Mekao before being arrested and marched before Jonathan. The commander begins to suspect this is the new inspector from headquarters, and Usopp plays along, but his bluff unravels the moment Robin enters claiming to be the genuine inspector. Usopp is then locked in the same cage as Zoro.
Usopp becomes the second crewmember taken prisoner, sharing Zoro's cell after his impersonation collapses. Robin gets hold of a map of the base and learns the only way in or out is by ship. Luffy and Sanji, meanwhile, are uncovered by Jonathan after their waiter ruse fails, then set off to reach the jail and free their captured friends.
