Severe Shock Hits the City of Water! Iceburg Targeted!

Left by himself aboard the Going Merry, Usopp dwells on his loss to Luffy and his abandonment. The crew has secured a hotel room when Nami arrives with grim news: someone shot Iceburg at home, and the lone clue is a decorated mask found at the scene. Kaku and Lulu trade theories about the gunman, with Corgi of the World Government floated as a suspect. Among the townsfolk, blame lands on two groups, the Big Helmet Pirates as well as the Franky Family. At the hospital, Lucci and Kalifa look in on the comatose mayor.

Nami and Luffy mount a Yagara to dig into the shooting, and along the way Nami discovers an unconscious Usopp lying in the street. Elsewhere, Franky finishes his shopping run and returns to discover the Franky House reduced to rubble. The members who regain their senses confirm the Straw Hats were behind it and guess the pirates are bound for Dock 1.

Battered by fierce winds at the lighthouse, Kokoro declares that Aqua Laguna has nearly reached Water 7 and sets off for the mainland. A resident tells Sanji that this yearly high tide swamps much of the city, driving its people to seek higher ground. When Nami and Luffy arrive, they find Dock 1 packed because of the assassination, yet the entire crowd bolts the instant Franky shows up, leaving only the Straw Hats standing to meet him.

This installment falls within the Water 7 Arc. Both Kakukaku and Kyukyu make their first appearances. The eyecatcher features Luffy.
