Summary

Still aiming a gun at Luffy, Iceburg demands he produce Robin, but Luffy has no idea where she is. A gunshot brings the shipwrights running; the mayor fired it himself, and Luffy has already escaped. Iceburg orders every Straw Hat arrested. Outside, Luffy carries Nami across the rooftops, dodging the search, as she senses the wind shifting and a typhoon building over the flood-prone city.

At Blueno's Bar, a recharged Franky learns from Kokoro that the citizens blame the pirates, though she insists the true culprit is the shadowy CP9, an organization skilled at quietly eliminating people. At a hidden spot, a man praises Robin's strike on Iceburg and reveals the mayor is the last living member of Tom's Workers, holding something they want.
