A desperate maneuver by Franky blasts himself and Robin into the open where Luffy can at last lay eyes on them. Robin pleads to be left behind so she can die, yet one by one the Straw Hats reach the rooftop and refuse to abandon her.
A report from the Marines tells Spandam that Luffy has reached the courthouse roof, the very post Blueno had been holding. Peering out, he sees Luffy recovering by eating the meat stashed in his pockets while Blueno lies still close by, and the grim truth becomes inescapable: a lone pirate has felled one of CP9. Spandam at once calls for Lucci and the others, then commands Baskerville to defend the Tower of Justice's drawbridge no matter the cost. Franky, meanwhile, cannot grasp why Robin still rejects salvation even after Spandam went back on his word, and begins to suspect she is running from something buried deeper.
Ordered to move the prisoners toward the Gates of Justice, Franky burns the last of his cola to inflate his backside and, in the ensuing chaos, lets loose a colossal blast that propels both himself and Robin out onto the balcony in full view of Luffy, breaking their chains as the safety fence keeps them from tumbling into the abyss. Luffy prepares to leap across, but Robin stops him, declaring she only wishes to die. Down below, Yokozuna collapses under the jurors' iron spheres, and the giants Oimo and Kashii halt the Marines' shielded advance. The remaining crew arrive on the roof in turn, Nami and Chopper punched up through the ceiling, Zoro climbing in their wake, Sanji booting a hole of his own, and Sogeking flung skyward by Kashii.
