Finally, It Starts - The Conspiracy-filled Levely!

With Rosward and Charlos gone, Sabo and the elite Revolutionary officers regroup beneath the city. Having learned Kuma's grim fate, Sabo dwells on what the man did at Sabaody. A flashback shows the rookie Straw Hats facing Kizaru with no chance of victory, only for Kuma to scatter them to distant islands rather than let them die. Sabo recognizes that those two years apart let the crew grow strong, and that Kuma's quiet sacrifice paved the way for Luffy's ascent in the New World.

The Levely formally begins, and the assembled rulers take their seats to debate. The matter of intervening in the looming Wano conflict arises, but the monarchs reject the notion. As they argue, the Five Elders move through the corridors, agreeing that Wano lies beyond their reach. They are then summoned to the throne room, where the cloaked Imu settles onto the Empty Throne. The Gorosei kneel at Imu's feet and ask for guidance.

Sabo reconciles himself to Kuma's role in the crew's survival and Luffy's growth. The Levely officially convenes and the rulers decline to involve themselves in Wano. Imu is revealed seated upon the Empty Throne, with the Five Elders bowing in submission, exposing a hidden power above the Gorosei themselves.

This is the final episode of the Levely Arc. It recaps the crew's separation, their decision to train, and their reunion at Sabaody two years on.
