Known additionally as the Pirate Dispatch Organization, the group planted its headquarters during the timeskip on Karai Bari, an island of the New World. Its starting capital came from a loan Buggy took out with Crocodile, and its trade was straightforward: rent powerful pirates and warriors to whoever was waging a war and could meet the price. Ordinarily the law would forbid such a business, yet Buggy sat among Seven Warlords of the Sea as one of their number, which let him keep it running in plain sight, free of any government crackdown. That shield vanished the moment the Warlord system dissolved and his title was revoked, dropping the company into outright illegality with no cover from the World Government. However its shadowy hierarchy was arranged, Buggy alone commanded it, sorting his mercenaries into tiers by strength.
Underpinning the whole thing was the Buggy and Alvida Alliance, joined by ex-Baroque Works agent Galdino, whom most know as Mr. 3. On its own the alliance was nothing remarkable, though sturdy enough to endure the New World, and its ties to a number of Impel Down escapees gave it a fearsome reputation. That notoriety allowed the group to grow into a genuine mercenary business hooked into the Underworld, flinging hired fighters across countless nations for a fee. After Donquixote Doflamingo's Underworld market crumbled, this outfit cornered the pirate-dispatch trade almost entirely, further extending its influence. Despite appearances, Buggy complained that keeping so many employees on the books made the venture far less profitable than people imagined.
The president over the entire enterprise was Buggy himself. Its greatest assets were five giants out of Elbaph, the towering Hajrudin among them, ranked as S-Class mercenaries and named the company's biggest earners before they walked away. When those giants left to re-form the Giant Warrior Pirates and throw in with the Straw Hats, the loss stripped away much of the group's muscle and left Buggy fuming enough to add all five to a list of deserters. The venture's end arrived after the Levely, when Crocodile came to reclaim the debt Buggy owed. With no means to repay, Buggy handed over himself and his services at no charge, converting Buggy's Delivery into the operational foundation of the Marine-hunting Cross Guild.
