Headquartered on Silver Mine, this non-canon coalition of pirate crews served as the villains of the Silver Mine Arc. A single ruler named Bill sat atop it, and he secretly meant to bleed his recruits dry before killing them.
Making its home on Silver Mine, an island in its own right, this coalition, which falls outside the canon story, drew a number of pirate crews together beneath one flag. It broke from the usual pattern of a pirate alliance by placing every crew under one supreme leader, Bill, instead of treating the members as equals. His plans were far from honest, for he intended to milk his followers for treasure and afterward slay them to pocket their bounties. The banner, hung both at the base and in Bill's throne room, showed a blue field with a silver S at its center, a skull built to mirror Bill's own features perched on top, and some members, Bill and Peseta included, wore the mark as an arm tattoo. The whole structure collapsed once Bill and his top officers were beaten.
Piling up as much might as possible was the coalition's whole purpose, with the ultimate ambition of rivaling the Four Emperors. Ahead of its leader's defeat, it had already broken a hundred rival crews and captured pirates out of the New World, some worth bounties as steep as 70,000,000 berries and others around 68,000,000. Thanks to Bill's Gutsu Gutsu no Mi, the group kept a vast weapons stockpile on hand. It also answered to the kingpin Gild Tesoro, delivering a monthly payment of silver ore and captured bounties in exchange for his backing and goodwill. The Sweet Pirates, who rode sailfish-like Battle Boats fitted with paired rapid-fire cannons, made up one of its crews.
At the summit stood Bill, with Peseta ranking among his foremost officers, both marked by the flag's tattoo. A year prior, Bill's crew had swept into the New World and downed a hundred enemy crews, then wound up indebted to Gild Tesoro, prompting Bill to raise the alliance as a front that would trick other pirates into serving him. Desire and the Sweet Pirates signed on later, after Bill assaulted them and staged a rescue. In the Silver Mine Arc, a group under Peseta and Desire took Luffy and Bartolomeo prisoner. The prisoners escaped, Aveyron and Peseta were each defeated in turn, Zoro cut down Peseta, and Luffy finally destroyed Bill, who had swollen huge on molten ore, sinking him along with the island as the remaining members fled and the Sweet Pirates set off alone.
