Bill

Bill is tall and heavily muscled, with long light brown hair, narrow olive-green eyes, and a small soul patch under his lip. A dark blue jacket hangs open across his chest, while his purple trousers carry a single blue star down the left leg. Cinching those pants is a black belt whose silver buckle takes the shape of an S, and from it a red scarf streaked with white is secured. He wears black boots laced in yellow, a rectangular silver pendant on a neck chain, and earrings, with a star-dotted red bandana wrapped over his head and gold-rimmed sunglasses resting above it. The crew's Jolly Roger is tattooed onto his left arm.

Bill is consumed by greed, dreaming of the most lavish existence he can picture. His followers see a charismatic captain who commands their respect, yet in his own mind they amount to mere tools for amassing fortune. He intends in time to eliminate his crew and pocket their bounties, and any member he judges useless is forced into servitude in the underground mines. His treachery runs deep, as he destroyed most of one pirate crew solely to fool its captain into following him. He flares into anger whenever matters go badly, and though he is sure of his own power, his loss to Gild Tesoro scarred him, planting a dread of being thrown away and embittering his attitude toward those who chase dreams.

Years earlier, Bill led his crew across the New World until Gild Tesoro defeated them and left them in his debt. Making the Silver Mine his base, he, Peseta, and Aveyron concocted a counterfeit organization called the Silver Pirate Alliance, drawing recruits with empty vows of conquering the New World. From then on he served Tesoro with monthly tributes of silver ore and captured pirates, condemning members who let him down to the mines so escape was impossible. On one occasion he assaulted the Sweet Pirates, leaving only four of them alive, then faked a rescue of those survivors to earn the trust of their captain, Desire, and turn her abilities to his own profit.

When the Silver Mine events unfolded, Desire presented Luffy to him, but Bartolomeo's arrival allowed the two to break free. After both Aveyron and Peseta were beaten, Bill blocked the fleeing pirates, hungry for Luffy's bounty, and revealed to Desire that he had annihilated her crew himself. Luffy floored him and laid out the alliance with Supreme King Haki. Cautioned by Tanaka that Tesoro would discard him for the defeat, Bill devoured ore and grew into a giant, drowning the mine in molten metal. Bartolomeo's barrier flung the molten ore back, encasing Bill in silver, and Luffy smashed his vast sphere of ore with Gomu Gomu no Grizzly Magnum. The Silver Mine collapsed and sank in the chaos, though Bill lived through it and later resurfaced at the Pirates Festival.
