Titled "It Begins," this chapter reveals the Devil Fruits behind Miss All Sunday and Crocodile, drags a captured Vivi before the warlord, and marks the seven o'clock start of Operation Utopia.
Standing between Vivi and Pell, Miss All Sunday is attacked by the furious princess for Igaram's death, but the strike accomplishes nothing. She runs Vivi through with a sprouted hand, and an enraged Pell charges in only to be brushed aside. She explains that the Hana Hana no Mi lets her grow limbs from any surface, then declares she has no more time for him and drops the guard captain with ease before hauling Vivi off to Crocodile's hideout.
Inside the Seastone cage, the imprisoned Straw Hats treat their predicament far too lightly, infuriating Nami while amusing Crocodile. When Vivi is brought in and sees the man responsible for her country's suffering, she cannot contain her rage and lunges at him, but her attack passes harmlessly through his body.
Crocodile reveals that the Suna Suna no Mi has made him a sand man, his form scattering apart whenever struck. With Vivi helpless and her friends caged before her, he announces that the moment has come and confirms with Miss All Sunday that the clock has passed seven, the appointed hour. Operation Utopia, his plan to tear Arabasta apart, officially begins.
This chapter formally names the two powers driving the arc: Miss All Sunday's Hana Hana no Mi and Crocodile's Suna Suna no Mi. The cover continues the Jango's Dance Paradise serial, with Jango preparing to hypnotize himself and Fullbody into forgetting their friendship.
