Their commander, McKinley, produces a photograph snapped by Amazon that pins the pirates as the illegal arrivals. Pagaya pleads on the visitors' behalf while the others struggle to grasp the situation, and McKinley downplays the matter: the violation rates only as class 11, settled by paying ten times the entrance toll to be restored to ordinary tourist standing. The sum still strikes the broke crew as steep, so they open negotiations rather than hand it over.

Nami reaches the shore mid-argument, and once Usopp explains the demanded penalty, her temper boils over. She rams her Waver directly into McKinley's face, launching him backward. Pagaya urges the crew to flee, and they agree to bolt, but a battered McKinley rises to block them, declaring the charge has climbed to class 5 with a death sentence attached: exile aboard a drifting cloud with no way back. The guards open fire using cloud arrows and dials, yet Luffy, Zoro, and Sanji dispatch them without much trouble. McKinley delivers the final blow verbally, branding them class 2 offenders now bound for judgment by the merciless priests of Upper Yard.

The crew's reckless defiance lands them at class 2 standing in Skypiea, which forces a confrontation with the priests who serve under God.
