Luffy vs. Franky

Franky corners Luffy, furious over his demolished house and battered men, and admits he has already blown every berry he stole. Luffy waves off the money, declaring he will fight regardless. Franky takes a stance and breathes fire, which Luffy and Nami barely evade, leading them to guess he is a Devil Fruit user. Franky then dives into the water below, and a punch surging up from beneath shatters their boat, proving he can swim and therefore ate no fruit.

Before Luffy can strike, Franky acts first, launching his chain-tethered right fist to slam Luffy into the Dock 1 gate. As Luffy and Nami stare in shock, he announces that he is a cyborg.

Franky is revealed as a cyborg, correcting Luffy and Nami's Devil Fruit theory and demonstrating his ability to swim. At the Galley-La headquarters, the members reason that because Robin belongs to the Straw Hats, the whole crew must be involved in the attack on Iceburg, and the conclusion is broadcast to the reporters outside alongside a wanted poster of Luffy, Zoro, and Robin. Iceburg wonders whether the attackers aim to seize "it," suspecting they either allied with the World Government or want the prize themselves.

Tilestone reports to Iceburg's room that Luffy and Franky are clashing at the shipyard, and every member but Iceburg and Kalifa sets out to confront Luffy. At the shipyard, Luffy lands Gomu Gomu no Muchi on Franky, only to be struck from elsewhere and hurled into the rubble. The attacker proves to be the chief mechanics of Galley-La Dock 1.

Part of the Water 7 Arc. The item Iceburg guards, referred to only as "it," is later revealed to be Pluton. The cover continues Gedatsu's Accidental Blue-Sea Life, with a new above-ground subordinate freeing Goro and Gedatsu to send the Dirt Boss digging still deeper.
