Summary

Every member of CP9 is finally assembled, the reunion unfolding more as a comedy routine than a council of elite killers. Each agent's strength gets spelled out numerically, and the captured pair of Robin and Franky are paraded before Spandam as Luffy bears down on the courthouse. On the summer-themed cover, the Straw Hats laze about on a sunny island, where the men dangle fishing lines baited with Nami's swimsuit photos and have already hooked Sanji along with a lion floating in an inner-tube.

According to Lucci, Cutty Flam and Robin are now both detained. Tension crackles between him and Jabra, while Kaku and Kumadori call for calm and a warmer welcome among comrades who have not met in years. Without warning, the four newly returned agents lunge at Fukurou, exposing his power to gauge another's strength as Doriki, and he proceeds to list the squad in order of might. Spandam ends the horseplay by displaying a chest containing two Devil Fruits. As Robin and Franky are marched in and Spandam slanders Tom, Franky sinks his teeth into the man's head before Kumadori brings him down.

Throughout all this, Spandam's Den Den Mushi lies off the hook, leaving him oblivious to the turmoil spreading over the island. Luffy, for his part, keeps pressing toward the courthouse, where Baskerville, a judge with three heads, awaits.
