
Seimei Kikan, the 406th chapter of One Piece, closes out Franky's airborne contest with Fukurou and opens Chopper's struggle against the hermit-trained Kumadori, while Zoro and Sogeking dodge Kaku and Jabra with one of Zoro's most reckless escape schemes.
Still aloft, Fukurou kicks toward shore on Geppo as Franky clings to his other leg. When the agent tries to spin and smash Franky into the tower corner, Franky deploys Franky Centaur to clamp both of Fukurou's legs, then fires a Miniature Coup de Cannon to kill their momentum. With them safely over land, Franky stands on Fukurou's chest and finishes him with a point-blank Coup de Vent, driving the agent into a body-shaped crater. Fukurou is beaten.
Inside the tower, Zoro and Sogeking flee Kaku and Jabra, who keep bickering over a misfired Shigan. Zoro floats a deranged plan to chop off a hand and have Chopper reattach it, which Sogeking flatly rejects, before Zoro instead lashes the rigid Sogeking into a makeshift sword wielding Yubashiri.
The focus shifts to Chopper and Kumadori. Kumadori sheds his sudden bulk using Seimei Kikan, the Life Return discipline he gained after a thousand years at sea and a thousand in the mountains, letting him command every part of his body, including his hair. He harries Chopper with hair binds, Soru, and staff strikes. Chopper, unable to land a clean hit without Arm or Horn Point, gambles on another Rumble Ball too soon and loses control of his transformations, leaving him pinned as Kumadori drives a Shigan into his stomach.
Franky defeats Fukurou, knocking him into the ground after a midair reversal. Chopper's fight against Kumadori begins in earnest, introducing Kumadori's Seimei Kikan body control. Zoro and Sogeking remain on the run from Kaku and Jabra, improvising a human sword to stay alive.
The chapter formally records Franky's win over Fukurou and the start of Chopper's clash with Kumadori. Zoro first floats the idea of chopping off his own hand so Chopper can reattach it later, and when Sogeking rejects that plan, Zoro instead lashes the rigid Sogeking to himself as a makeshift sword called Yubashiri.
