Chapter 655

The crew surfaces into a churning, volcanic sea and spots an island that none of the Log Pose needles will track, an oddity even by New World standards. A baby Den Den Mushi begins to sob and ring; despite Robin's warning that it could be a Marine trap, Luffy answers and hears a frantic man begging for rescue from a samurai who keeps cutting down his comrades. The caller names the island as Punk Hazard before a slash silences him mid-sentence. Convinced the plea is real, Luffy resolves to help.

Elsewhere, Smoker and Tashigi pick up the same transmission, and Smoker is irritated that Luffy skipped the three islands he expected him to choose. A straw drawing sends Zoro, Robin, and Usopp ashore with Luffy, while Nami fashions a Milky Road of sea clouds so the Mini Merry can cross the burning water. Reaching the shore, the group ignores a towering fence marked with World Government and Marine emblems plus an unfamiliar horned skull. Zoro cuts a way through, and they wander the melted ruins of a former government facility until a fire-breathing dragon rears up behind them and demands to know who they are.

Iceburg, Tyrannosaurus, and his grown-up new secretary, the former audition candidate, appear on the cover. Smoker gets his first full post-timeskip reveal. Four New World islands are named, including Risky Red, Raijin, and Mystoria, and Wano Country is established as a closed nation outside government control. This marks the first dragon to appear in the main story, a creature so rarely seen that Zoro notes they have faded into legend since Ryuma's era.
