Summary

The former toys spill out from beneath the Colosseum in a flood, and the Marines realize the reshaped terrain has joined the trade harbor to the arena. A restored Maynard, scolded by Bastille for acting alone, replies that his time undercover taught him the full depth of Doflamingo's villainy. In the port below, Koala photographs a Doerena Kingdom merchant ship that has been disguised to look like a pirate craft. Maynard then presses Fujitora to arrest the warlord, but the admiral answers that it is not the Government's place to play God amid the citizens' furious cries, and orders him to keep following his commands.
