Titled "The Promised Port", this chapter opens Act 3 of Wano as the Scabbards reach their rendezvous to find no allies waiting, while a 25-year-old vow by Oden frames their cause.
A quarter century earlier, Oden voiced his gratitude for sailing alongside Roger and brushed off offers of help from Rayleigh, Shanks, and Buggy. He insisted that reopening Wano's borders was a task for him and his retainers alone, certain he could rise to shogun and see it through. In the present, the Fire Festival approaches and the country prepares for its one night of revelry.
At Port Habu, Orochi boards a ship bound for Onigashima and the Festival, leaving Kyoshiro to oversee the Flower Capital in his absence. As the shogun drinks and the capital throws open its sake barrels under clear skies, Momonosuke and the Nine Red Scabbards arrive at Port Tokage to find a raging storm and not a single waiting ship. Kin'emon grows frantic trying to raise their allies on the snail and reaches no one. Ashura observes that the harbor looks like it was raided, and Inuarashi spots a serviceable boat, ready to strike out for Onigashima by himself.

The chapter marks the beginning of the third act of the Wano arc and establishes that each province carries its own drastically different weather. Orochi reflects on an incident he engineered the previous evening at Port Tokage, the apparent reason the alliance failed to muster at the promised harbor.
Twenty five years before the present in Chapter 958, Oden thanks Roger for sailing with him but turns down help from Rayleigh, Shanks, and Buggy, insisting that reopening Wano's borders is a task for him and his own retainers alone.
