Puri-Puri Prisoner burrows through the walls of the Monster Association's underground base while hunting for Nyan. He surfaces in a cramped room stocked with torture gear and spots a chained, seemingly out-cold prisoner. Failing to place the man as the Hero Hunter, he assumes he is just another captive human and steps forward to free him, announcing himself as an S-Class hero. Recognition arrives a beat too late: Garou stirs, snaps his restraints, and beats the hero down, leaving him to grasp how badly he has erred.

Elsewhere, Saitama keeps roaming the base, still hoping to find someone who can explain the racket beneath his apartment. A monster ambushes him and dies to a single blow. Rounding a corner, he meets Flashy Flash, who sizes him up as a monster and strikes. Saitama slips the attack, and Flash realizes this is the B-Class hero who once tagged along with Genos to an S-Class meeting. Furious that his ambush failed, Flash unleashes his signature slash, only for Saitama to catch the blade barehanded. After some back and forth over who is really the monster, Flash explains they stand in enemy territory and mentions the Monster King, Orochi, which delights Saitama, who has no idea he already killed him. When Flash tries to ditch him at full speed, the bald hero keeps pace with ease.

Puri-Puri Prisoner accidentally revives Garou and is thrashed for it. Saitama flattens a lurking monster with one punch, then crosses paths with Flashy Flash, who mistakes him for an enemy. Saitama catches Flash's special sword technique and refuses to be shaken off, matching the ninja's top speed through the corridors.

Part of the Monster Association Arc, this installment draws partially on webcomic chapters 62, 65, and 66. The clash between Garou and Puri-Puri Prisoner was expanded from its webcomic version. In the original release, the stretch of base Saitama walks through closely mirrors a section of the Taman Sari Water Castle in Indonesia. The chapter runs 28 pages and was released on August 23, 2019.
