Falling between her first and third calls, Mars Star Power, Make Up is the second phrase Rei Hino speaks to take on her Sailor Mars form. It shows up in the manga, the 1990s anime, Crystal, and the stage musicals. From here she advances into Mars Planet Power, Make Up in the manga and Crystal, or into Mars Crystal Power, Make Up in the anime.

Mechanics

The manga introduces the transformation in Act 15, when Rei changes to confront Koan. In the 1990s anime she raises a hand as red stars whirl around it and settle onto her nails, turning them red, before her Star Power Stick spins into her grasp and the Mars symbol inside its star begins to rotate. Turning around, she is wrapped by streamers of fire that gather into rings, which contract into the pieces of her sailor suit as she strikes her closing pose, the Mars emblem now appearing behind her. Crystal reuses the earlier Mars Power sequence almost wholesale, the key change being that she wields a Star Power Stick this time.

Rei Hino is the lone user, always channeling the phrase through her Star Power Stick. The DiC dub of the R season folded footage from her earlier Mars Power transformation into this one, and unlike her fellow Inner Guardians she was never shown transforming on screen with the Star Power Stick during SuperS.
