Public dread of the organization breeds a culture of denunciation in which odd behavior alone can get a neighbor reported. Detainees face intensive questioning, after which they might be released under continued watch, pressed into informing, held indefinitely, or simply vanish.
The service divides into a minimum of two bureaus and four known divisions. Division 1 of Bureau 2 handles interrogations, tailing, field arrests, and spy investigations; Division 4 covers extremist groups, overseas work, and deep-cover men like Winston Wheeler; Division 3 has probed elk poaching and border-patrol corruption. Against WISE it fares worse: Twilight impersonates Foreign Minister Brantz under its nose, a forgery of the Lady in the Sun painting reaches its hands instead of the code pointing to the Zacharis Dossier, and the Wheeler retrieval in Shellbury ends with the defector lost, though that operation does expose communications officer Jeffrey as WISE's mole in the ranks. During the Red Circus bus hijacking the service imposes an information blackout while Yuri's squad storms the second bus and eliminates the hijackers aboard. Later chapters show it managing the Eden admissions scandal, holding back during the hijacked Five-Year Love Plan broadcast until the culprits surrender, and even throwing an off-duty gathering that an unwitting Twilight attends as Yuri's guest.
Director Wyman Wilker sits atop the hierarchy, above an unnamed Superior and captains including Gascoigne. Bureau 2, Division 1 fields First Lieutenant Chadwick Curtis, Second Lieutenants Yuri Briar and O'Conner, and Officer Chloe, while Nicholson and Peters serve in Division 2 and Winston Wheeler operated for Division 4. Standard dress is dark green with a peaked cap and an eyeball insignia, rank showing through lapel markings, and camouflaged Guard Regiment units in ballistic gear handle assaults. The whole agency mirrors East Germany's Stasi, down to a headquarters modeled on the real secret police building.
