Summary
Amon heads to Meeting Room 2 to greet investigators transferred from the CCG's main office. There he encounters Yukinori Shinohara and Kousuke Houji, both former partners of Kureo Mado, along with Seidou Takizawa, who reveres Kishou Arima and Amon alike. A partner for Amon is said to be still pending. The 11th ward, they learn, has fallen into chaos, its CCG branch helpless as most of its human population is wiped out. The group concludes that ghouls are organizing to bring down the CCG, and they resolve to concentrate on the Gourmet, the Binge Eater, and Rabbit.
Shinohara is directed to meet his new partner, dubbed the problem child. At a police outpost, an officer questions whether the boy truly belongs to the CCG. When the officer refuses to apologize for doubting his claim to be an investigator, the boy sucks the ear bones from one of the man's ears, sickening Amon and Shinohara, before pleasantly introducing himself as Juuzou Suzuya, a Rank Three Ghoul Investigator.
