Members of Goat cut into the Clowns rampaging through the 22nd ward, dropping them in quick succession and bewildering the ghoul investigators nearby. Take Hirako arrives with the 0 Squad and cleaves a ghoul in half with his quinque, while a Clown lunging from overhead is impaled through the skull in midair by Kaneki, who goes on to behead several enemies at once with his kagune. News coverage broadcasts the mayhem across the city.

In the main office control room, staff register the sudden presence of the One-Eyed King and the 0 Squad in one of the wards and marvel that ghouls are now killing one another. Furuta deduces that Kaneki leads the White Suits, since they arrived together, and reads his timing as a deliberate move to aid the CCG while advancing his own goals. An employee then walks through the six wards under siege: the Kuroiwa Squad faces exploding balloons in the 9th ward, the 18th nears full suppression under Mougan Tanakamaru, and the crowded 2nd ward drags on despite help from the fire department and the Quinx Squad. Koori Ui and the S1 Squad move to reinforce the 19th and 22nd wards, Matsuri and S2 hold the rear, and Suzuya carves down approaching Clowns on Furuta's orders.

The Clowns hurl Molotov cocktails, one of which sets Inoue's head alight, and a Clown who names himself Vancouver is slain by Touma Higemaru. When Touma's uncle begs for protection, Urie divides the Quinx Squad and escorts the man, who reflects on his family's values and his new respect for ghoul investigators. Moments later a kagune punches through Urie's chest, stunning Higemaru. Steadying the young man, Urie fixes the building the attack came from and sketches a plan, recalling having seen the kagune in old files. The two edge through the halls and come face to face with Donato Porpora, and as Urie warns Higemaru to stay sharp, Hige's arm is severed.
