Word reaches Theo Magath that the entire Tybur household has arrived in Liberio, guarded by soldiers outside the Marleyan chain of command. Family head Willy Tybur takes the general to the statue of Helos and probes his views on restarting conscription. Magath argues that ordinary Marleyans experience war only through newsprint while Titans and conquered armies absorb the bullets, and that hearing gunfire up close might halt the nation's reckless appetite for conflict. Willy confirms what Magath suspects, that the Tyburs have quietly steered Marley for a century, and admits the hostility between Marley and Eldia is his family's burden. He intends to tell the world the truth at a festival in Liberio's internment zone, where ambassadors from many nations will hear his answer to the Titan problem, and he asks Magath to stand with him because Marley needs a hero again.
Among the Warrior candidates, Falco Grice has been quietly running mail past the internment gate for Mr. Kruger, the maimed veteran recuperating at the hospital. He finally outruns Gabi Braun in a footrace, and when she demands to know why he pushes himself, he blurts out that he does it for her sake, a confession she completely fails to parse. At the hospital, a doctor named Jaeger sits with Kruger and recounts the Grice family's ties to the Restorationists, warning that Falco's errands could destroy the boy if discovered. The old man breaks down over the fates he forced onto his own children and is led away screaming.
On the festival's eve, the candidates wait tables for visiting dignitaries; Udo spills wine on a Hizuru ambassador's kimono, and the woman, Kiyomi, covers for him. Willy announces that his stage production the following night will end with his solution to the Titan scourge. The next day the internment zone opens its gates, Reiner treats the children to food stalls until his money runs out, and as evening falls Falco pulls him away from the crowd. In a basement beneath the festival, Reiner comes face to face with Kruger, who observes that four years have passed since they last met. Reiner recognizes Eren Jaeger.
Willy Tybur reveals to Magath that his family has been Marley's hidden hand for the past hundred years, and the two agree to cooperate on the festival announcement, with Willy accepting the role of the nation's true commander.
Falco is shown to have been couriering letters outside the internment zone for "Mr. Kruger" and defeats Gabi in a race for the first time, awkwardly confessing that his effort is for her.
Dr. Jaeger, Grisha's father, explains why Falco and Colt became Warrior candidates: shielding the Grice family from punishment for their uncle's Restorationist past.
Ambassadors from around the world gather in Liberio, where Willy promises to unveil his answer to the Titan crisis after his theater production. Falco leads Reiner into a basement, where Reiner identifies the crippled soldier as Eren Jaeger, hidden inside Marley for four years.

The episode condenses three manga chapters, Liar, From One Hand to Another, and Good to See, within the Marley arc. It aired in Japan on December 28, 2020 and in English on January 31, 2021. Tetsuaki Matsuda directed the episode, Hiroshi Seko handled the script, and MAPPA produced, with My War as the opening and Shock as the ending theme.
Kazuhiko Inoue voices Willy Tybur in Japanese, with Jonah Scott in the English dub. The closing basement scene, scored with the track YouSeeBIGGIRL/T:T, sets up the following episode's declaration of war.
