Hange finds Eren muttering "fight, fight" in his cell and gets stonewalled when trying small talk about his longer hair. The visit spins into memory, two years back, when a ship from Hizuru brought Kiyomi Azumabito to the island the Anti-Marleyan Volunteers helped develop. Her face jars Mikasa with its resemblance to her murdered mother, and at the ensuing conference Kiyomi displays her family's crest, the same design tattooed on Mikasa's wrist. Mikasa bares the mark and confirms she descends from Hizuru's lost shogun line, which Kiyomi calls her nation's hope.

Kiyomi then relays how Zeke made contact, revealing that his betrayal of his parents masked a lifelong loyalty to the Eldian Restorationists, and gifting her a piece of vertical maneuvering equipment as proof of good faith. Her proposal offers Paradis survival on three conditions: demonstrate the Rumbling's destructive power to hold the world at bay, accept Hizuru's help modernizing an island a century behind its enemies, and keep the Founding Titan in royal hands. That last requirement puts everything on Historia, who would inherit the Beast Titan from Zeke and produce as many royal-blooded heirs as she can across a fifty-year program. Historia quietly accepts. Eren refuses on her behalf, insisting the leadership weigh every alternative first.

Back in the present, Hange concedes no better option ever surfaced and blames Eren's unsanctioned attack on Marley for the war now racing toward them. Eren snaps. Reminding Hange that the War Hammer's power lets him escape whenever he pleases and that killing Zeke is off the table, he slams Hange against the bars and screams the question back at them: what else could be done? Walking away, Hange bitterly reflects that Erwin's one mistake was choosing his successor. Elsewhere, Sasha's family and a tearful Niccolo meet at her grave; Yelena's volunteers surrender Marleyan Titan serums to Pixis and are detained anyway; Levi stashes Zeke in a giant-tree forest; Gabi fakes a seizure to break out of prison with Falco; Reiner wakes in Marley asking after the two children; and a visibly pregnant Historia rocks on a porch chair, urged indoors by a man who tells her to mind her body.

Kiyomi Azumabito's visit to Paradis confirms Mikasa as a descendant of Hizuru's shogun through the mark on her wrist.

Zeke's cover story collapses: his loyalty has always belonged to the Eldian Restorationists, and he has partnered with Hizuru in secret.

His fifty-year plan is laid out: demonstrate the Rumbling, modernize Paradis, and have Historia inherit the Beast Titan while bearing royal heirs; Historia consents, Eren objects.

Eren assaults Hange in his cell, asserting that no one can hold him or kill Zeke.

Gabi and Falco escape imprisonment, Zeke is moved to a Titan forest under Levi's guard, and Historia is revealed to be pregnant.

This chapter opens volume 27 as number 107 overall, released in Japan on July 9, 2018 with the English simulpub one day earlier, within the War for Paradis arc. The anime distributed its content across three episodes: Brave Volunteers, A Sound Argument, and Deceiver.

A minor art error is documented: the uniform insignia on the guard watching Gabi and Falco alternates between Garrison and Survey Corps logos. Historia's pregnancy reveal in the closing page becomes one of the arc's central mysteries, given its timing against Zeke's succession plan.
