PePe Waccabrada is a Quincy of the Wandenreich's Sternritter, marked with the designation L for The Love. Convinced that love drives every conflict, he wields a power that forces others to become obsessed with him, turning foes and allies alike into puppets who fight to the death in his name.
Squat, heavyset, and brown-skinned, PePe is an elderly figure whose long white beard tapers into an inverted V. His bald head hides behind dark sunglasses, and he wears bracelets on both wrists, a sleeveless white shirt with golden armbands, a flowing white cape bearing the Wandenreich crest, white trousers, and pointed shoes. More often than not he drifts about while perched on a floating beige basket.
PePe treats love as the engine of all things, insisting that every clash between people springs from it and that it can carry anyone past any obstacle. Thoroughly narcissistic, he believes his own body so pure that everyone is bound to adore him and battle to the death over his affection, and he cannot fathom, nor forgive, anyone who fails to fall under his spell. A vein of cruelty runs beneath the sermons; he giggles at destruction and cheerfully turns his own Quincy comrades against one another. For all the grandiose talk, he is a coward at heart, groveling and pleading for mercy the moment Liltotto Lamperd comes for his life.

His spiritual power stands at or above captain level, and like all Quincy he draws Reishi from the atmosphere to shape his weapons, aided by some skill in the Hirenkyaku flash step. His designation, The Love, lets him press his hands into a heart shape and launch a heart-shaped projectile; anyone struck becomes so infatuated that they will carry out his every command, even attacking comrades or turning their own Zanpakuto against them, and he can stretch the attack into a pursuing beam. The stronger Love Kiss is simply a larger version of the same. He draws a small bow, the Heilig Bogen, from his mouth to fire holy arrows, and his Vollstandig, Gudoero, strips him down to a thong, grants him winged flight and hardened durability, and produces the Love Rope, chains of linked hearts that skewer and pin even a captain like Byakuya Kuchiki. The power has firm limits, though: it slides off sufficiently durable materials such as Oken cloth, and it cannot claim the undead, since Mayuri Kurotsuchi's zombies have no concept of love at all.
