The corpse she inhabits carries cropped green hair, grey sclera, and yellow irises, its pale skin tinted faintly grey in the shading and laced with stitches across the face, thighs, and upper arms. Her outfit pairs a long black skirt with a loose yellow cardigan fastened by four buttons, finished off with black clogs.
Since she never speaks a single line in any scene, almost nothing of her character comes through. What does register is an unmistakable loyalty to Quanxi and the other women alongside her.
During the International Assassins arc, a trip to Hell costs the group dearly: Quanxi is beheaded while Long and Pingtsi are killed. Carried back, Tsugihagi recovers Quanxi's head and realizes the other two are gone. Standing atop the building dragged into Hell, she draws an arrow from beneath Quanxi's eyepatch and drops the head down to the clash between Denji and Santa Claus below, letting Quanxi shift into her hybrid form and shred the dolls swarming Denji. Once Santa Claus is dealt with, Makima steps from the smoke with her blade drawn; Quanxi surrenders and begs for her women's lives, even offering up her own limbs, but the plea is useless and Makima decapitates Quanxi, Cosmo, and Tsugihagi together. Later, in the Aging Devil arc, Public Safety takes the fiends' corpses into custody, and it emerges that Quanxi was lured into Special Division 7 with a promise of recovering the bodies of her fallen lovers. Of the whole group, Tsugihagi is the only one never to display any power, her fiend abilities left entirely unknown.
