Summary

Broadcasts frame Deika City as terrorism by roughly twenty people nursing a grudge against heroes. Every attacker died, the coverage says, along with many residents, among them Chitose Kizuki of Shoowaysha, while Rikiya Yotsubashi, who runs Detnerat, lost both legs. Opinion splits over the civilians who fought back, and investigators keep working the suspicious link between the two companies.

A week on, the League kills time over sushi. Twice performs a mourning offering for Himiko Toga, who points out she is standing right there, and though he agrees the routine unsettles everyone, the splitting continues. Skeptic and Trumpet collect them, Skeptic griping that Army money paid for the sushi, the medical care, Himiko's coat, and the doctored footage.

On the fourth basement level of the Gunga Mountain Villa, Re-Destro speaks before Liberation warriors and League affiliates alike. The Army is reborn, he says, and he misjudged Tomura: chasing Destro's will, they missed that Tomura embodies the freedom Destro described. He surrenders the Grand Commander title, and Tomura christens the merged force the Paranormal Liberation Front, naming the nine on stage as its lieutenants.
