What separates a curse user from any other sorcerer is intent alone, since both draw on the very same jujutsu; the curse user simply turns that power toward murder and preys on the innocent rather than guarding them. The criminals who lack sorcery yet understand jujutsu and circulate within this underworld are termed non-curse users. As the modern age breeds ever more curses, professional exorcism has become punishing labor, and Jujutsu High never has enough staff, so plenty of those gifted with talent decline the duty and chase profit in the shadows instead.

Such rogues have stood beside lawful sorcerers in every era, posing grave danger as far back as Heian times when they roamed alongside cursed spirits, and bounties pass freely among them. The same techniques meant to shield humanity become tools of selfish gain the moment these people pick them up.

In the years before 1989, these outlaw sorcerers made their living quietly, accepting whatever grim job came their way and answering to no one but themselves. The birth of Satoru Gojo ended that liberty: the dread of his Six Eyes put a bounty north of a hundred thousand on the baby, though none ever claimed it, and his sheer presence reordered how power was distributed throughout the jujutsu world, keeping wicked forces pinned down. They were never wiped out, but in the present century they retreated deep into secrecy. Take groups working hidden from view, among them Q, plus the Time Vessel Association's non-curse users, the latter convinced that operating through ordinary people would keep Jujutsu High off their backs, right up until their plot came to light and forced them to dissolve.

Disguised as a religious order, the Star Religious Group paid Toji Zenin to kill the Star Plasma Vessel, and even that renowned Sorcerer Killer steered clear of facing Gojo head-on, choosing to draw recruits from a dark website instead. Expelled from Tokyo Jujutsu High and labeled a curse user after butchering over a hundred civilians, Suguru Geto went on to swallow the wreckage of the Time Vessel Association, amassing followers and curses until 2017, when he was judged the worst curse user there ever was. The Hundred Demons night parade he led set out to wipe out non-sorcerers and failed, yet its survivors kept his vision alive by siding with Mahito and the cunning cursed spirits, joining the scheme to seal Gojo. Once Kenjaku laid jujutsu bare before the world, nations hunted cursed energy as fuel, and because only the Japanese reliably generate it, they were prized and trafficked for decades to come.
