Jujutsu Headquarters functions as the top judicial and legislative authority within sorcery society, operating as a branch of the Japanese government. Its council members are usually called the higher-ups and answer to the Jujutsu Inspector General, an official the Prime Minister appoints from nominations put forward by the Big Three Families. Despite the name, it refers to an office of government rather than a fixed location, and it should not be confused with the schools it oversees. The body's most prominent known member is Yoshinobu Gakuganji, who outlives the rest after Kenjaku and Gojo eliminate the others.

The institution governs sorcerer activity and writes the laws they live by. Together with the Big Three clans it drafted the Jujutsu Regulations, a code that overrides ordinary law. Headquarters commands both jujutsu schools directly, selecting each principal on the clans' recommendations, and the Inspector General can seize authority over every sorcerer in an emergency, even those at the schools. Grades are certified and adjusted at this level, retirement requires the higher-ups' approval, and all missions and investigations are monitored through a chain of command that ultimately reports to them. Violators of that chain or of the rules face disciplinary penalties.

When the council meets a sorcerer, six elderly members gather in a candlelit room, their bodies hidden behind doors arranged around the visitor. To detain a sorcerer, they dispatch one of their own or a member of the Big Three clans, and in special cases outside sorcerers may petition to assist, such as by serving as an executioner. The higher-ups belong overwhelmingly to the conservative faction, favoring traditional techniques over newer technology-based ones and resisting any progression. Their political power is intertwined with the Big Three clans, particularly the Kamo clan and the Kyoto principal, which repeatedly puts them at odds with Satoru Gojo. They sentenced Yuji Itadori to a covert execution, which Gojo then suspended through his clan authority, then arranged the deadly mission that killed Yuji while Gojo was away.
