Summary

The Hooded Man duels Iwao Oguro, extending an arm to strike while his opponent uses his own Quirk to slip away. The blows wreck the stage and send spectators scrambling. Rumi Usagiyama and Kendo Rappa come back to support him, and he tells them to run Plan B.

In his hidden base, All For One is irritated that he cannot see the fight properly, most of the cameras being destroyed and the panicking crowd blocking the rest. He considers clearing the arena himself, but Kurogiri objects that escalating further risks drawing All Might, which irritates his master more. He settles for letting matters run their course.

Studying his opponent, O'Clock notes that the man's body propagates cells at astonishing speed, which lets him stretch and reshape limbs and also heal and rebuild their structure. He also recognizes a martial artist's instincts drilled into muscle memory, a style that does not sit well with the Quirk and leaves a lag on every wind-up. O'Clock exploits that delay, using Overclock to read the attacks coming or open a gap and shred muscle, nothing lethal, just enough damage to pin the man down.

Rumi tears through the facility toward the exit. The Hooded Man notices and reaches for her, but O'Clock and Rappa land enough hits to hold his attention while she gets clear.

Earlier, O'Clock had laid out Plan B for an unexpected threat. Rumi asked whether she should fetch the police; he answered that anyone he struggles against is beyond them, and summoning the right hero would take too long. So they play their strongest card instead.

Rumi bursts out of the building in front of the baffled police backup and calls for Detective Eizo Tanuma, delivering O'Clock's message: call All Might.
