Appearance

Kato is built tall and lean, and his head is the standout feature: a dark orange dome creased with vertical lines and crowned by leaf-like green hair and a stalk, giving him the face of a carved jack-o-lantern with slit eyes and a thin, impossibly wide mouth. He dresses in a target-patterned black shirt under a slim purple cape, with rounded gray pads at the shoulders, plated guards on his forearms, a short kilt, and matching leg armor.

Personality

Like his siblings, Kato shows clear loyalty to the Charlotte name and the crew, sitting in on the strategy meeting before the wedding and joining the pursuit once the Straw Hats fled. His will is strong enough to stay conscious through a wave of Big Mom's Supreme King Haki. In a fight he is strikingly nimble, bending his limbs into unnatural shapes and leaping great distances to attack in ways a normal body could not manage.

The day before the ceremony, Kato sat in on a Big Mom Pirates meeting weighing the threat of the Straw Hat team that had slipped into Totto Land for Sanji. At the wedding atop the Whole Cake Chateau he recoiled when Luffy and his mirror copies smashed out of the cake, then watched Jinbe announce his resignation.

When the plan to deafen and kill Big Mom failed, Kato saw Katakuri craft mochi earplugs, observed Big Mom strike Bege, and was caught in the chateau's collapse before Streusen's cake broke the fall. He joined the chase into the Seducing Woods, crossed blades with Pedro using his long purple-hilted rapier, and recognized the mink before the Straw Hats pulled Pedro away. The pursuit ended when Nami's thunderbolt through Zeus dropped the entire group save Big Mom. In the anime Pedro defeats him outright instead.

Later, during the Germa cover story, Kato joined Prim, Brownie, and Anana in preparing to experiment on the captured Niji and Yonji, using a knife, until Ichiji and Reiju freed the brothers and thrashed the siblings. He afterward watched Vegapunk's broadcast with his family. As Minister of Seeds he governs Tanega Island.
