Cotton stands at the usual dwarf size, her pale skin paired with a pointed nose, oversized eyes, and a bushy white tail. A white hat swallows most of her head while strands of hair, white in print and lilac on screen, drape over one eye. Her outfit runs to a blue jacket fastened with yellow buttons, white gloves, striped leggings, and black boots.

Cotton shares the trusting naivety of her people, readily accepting that Franky and Zoro were heirs of Mont Blanc Noland. She wears her heart openly too, brought to tears by the tale of how the dwarves had once suffered under the Donquixote Family.

At the hidden Riku Royal Army base beneath Flower Hill, Cotton greeted Thunder Soldier and Franky and reported on the scouts' findings. She rallied behind the plan to topple Doflamingo, and when the rebels launched Operation SOP she helped carry Robin through the tunnel and joined the group assigned to eliminate Sugar in the officer tower. After Leo's plan to slip Tatababasco into Sugar's grapes was complicated by Trebol's presence, the dwarves charged in, only to be transformed into toys, captured in sticky goo, and set ablaze. With the operation resting on Usopp, the battered dwarves kept faith in him, and his monstrous expression ultimately knocked Sugar unconscious, completing their goal. Cotton's group later destroyed the SMILE Factory, faced the boss Kyuin, and used the factory itself to push back the shrinking Birdcage until Luffy defeated Doflamingo. Afterward she saluted Kyros and harried the pursuing Marines, and during the Wano era she sailed with the Tontatta Pirates and rescued Pound from a drifting ship.
