Guillotine is a tall man crowned with orange hair that bears a yellow stripe on its right side. His long orange beard reaches his abdomen, curls at the end, and carries a yellow line down its right edge. What looks like a purple tattoo of two jagged stripes sits on the right of his neck. He keeps sunglasses on and a crescent-shaped blade perched above his head. For dress he wears a light double-breasted suit with the sleeves pushed up, a darker green suit and tie layered underneath, and, as befits a high officer, a Justice coat with dark green cuffs hung from his shoulders.
He comes across as composed and practical, recognizing that the Pacifista needed destroying once a pirate had seized them, even though doing so would cost the Marines a slice of their strength. A trace of conscience also showed through: he was disgusted when Bonney reduced Pomsky to a small child and struck him, remarking that it seemed wrong to him to watch a child be hit.

In the anime he demonstrates the Six Powers move Geppo, riding it from his battleship across to Egghead, and, in keeping with every officer of his rank, he can use Haki. The oddly shaped bladed piece above his head works as a boomerang in a fight, and a large sword has been spotted on his back, though the manga never shows him drawing it.
Tasked by the World Government with wiping out Vegapunk, Guillotine joined Saturn, Kizaru, and eight more Vice Admirals in laying siege to Egghead. When Bonney stabbed Saturn, the officers prepared to open fire until Saturn told them to stand down. After Saturn ordered a Buster Call, Guillotine argued the Marines could not stop shelling the pirate-held Pacifista, since Vegapunk had let them fall under that control. Alongside Red King and Pomsky he later moved to keep Bonney's group from fleeing aboard the Great Eirik, but Franky felled Red King and Bonney shrank Pomsky into a child before kicking him, appalling Guillotine. The effort collapsed and the group escaped. Returning to the ships, he watched with worry as Saturn wounded Doberman, then saw Saturn's body wither under Imu's power and burst apart, leaving only a skeleton behind.
