Hotei headed the Mimawarigumi, the samurai constabulary that kept order in Wano under shogun Kurozumi Orochi until Kaidou toppled him. A minor antagonist of the Wano Country Arc, he abandons Orochi for the Beasts Pirates the instant his own survival is on the line.
Taller than most men, Hotei keeps his pale green hair long and puffed out, tied into a ponytail trailing down his back. A pair of dark sunglasses conceals his eyes, and light stubble dots his chin. His clothing runs to a light kimono marked with dark circular patterns that exposes his hairy chest, dark lower garments, and a cloak whose hem carries a jagged dark design.
While Orochi held power, Hotei discharged his duties faithfully and raised no complaint about the rotten regime. His allegiance, however, attached to the office rather than the man wearing it. The moment Kaidou beheaded the shogun and laid out a choice between bowing or dying, Hotei switched sides without pause, breaking from the samurai code of loyalty. He also savors the extravagant feast that Kaidou hosts at his stronghold each year for the Fire Festival.

As captain, Hotei directed a body of five thousand capable samurai, an authority that lapsed once the group was disbanded after Orochi's downfall. Two swords ride at his waist, and he drew one against Hyogoro, who overpowered both Hotei and his whole unit and shattered the weapon in the process.
When the Straw Hats touched off a brawl at Yasuie's public execution and slipped away, Hotei set the Mimawarigumi to patrolling the streets to shield Orochi and round up the pirates. A week on, his unit escorted Orochi to Onigashima for the Fire Festival, and beforehand Fukurokuju had Hotei announce that Kyoshiro would mind the capital in their absence. He drank near Orochi during the Golden Kagura, then, after Kaidou unveiled the New Onigashima Project and cut down the protesting shogun, swore his unit into Kaidou's ranks to save himself. Amid the raid he spotted Fukurokuju wandering off, and once Queen released the Ice Oni virus he ordered his men to recover the antidote. A reinvigorated Hyogoro then challenged and struck down both Hotei and the Mimawarigumi.
