A cream-colored robe trimmed in green, cinched with a purple sash, sits beneath the regulation Marine justice coat, topped by a blue cap marked with the corps symbol. While embedded with the Foxy Pirates he shed both coat and cap and wore one of Foxy's masks instead. His long gray hair accompanies a narrow, pointed mustache and a sharp beard, with two scars on the upper left of his face and a further mark beside his left eye. Back when he was a young recruit, his hair ran brown and short, his mustache was smaller, and he was thin enough that his commanders worried about him.

Komei is deeply crafty, stacking layered plots and slapping grand, elaborate names onto even the most basic maneuver. Pirates once raided and burned the village he grew up in, and that loss bred a lasting hatred and a resolve to bring the Great Pirate Era to a close. He grew exasperated that the Marines accept pirates merely to preserve equilibrium among the Three Great Powers. His pursuit of targets is personal enough that he will ignore orders and destroy Marine facilities to reach them, ready to face any consequence, all while staying humble and uninterested in praise. He has no patience for those who rely on Devil Fruit abilities, preferring cunning so that even a weak soldier can stand against piracy, and he once told Foxy that a fighter should prize speed above strength.

Serving as a Special Operations Adviser drawn from the Marines' division of Strategic Tactics Research and Development, Komei earned his reputation purely through brilliance, defeating formidable pirates by wits alone and studying each Straw Hat closely enough to exploit their weaknesses. He moves with remarkable speed and reflexes, deflecting Luffy's blows with a folding fan that conjures destructive gusts and bounces attacks back at their source. That same fan, reshaped through Armament Haki, becomes a sword able to fire flying slashes and crack stone, and he can also harden his whole body with Haki, supplemented by a one-handed bazooka.

His grand plan, the Straw Hat Eradication Maneuver, began with him deliberately losing a Davy Back Fight so he could join the Foxy Pirates. He lured the crew to Kinoko Island, dosed an eating contest with Drowsy Mushrooms, and caged the competitors before Robin freed Luffy. At Nebulandia, seawater mist drained Devil Fruit users while he captured Franky and Usopp and drove Luffy toward the sea with his Haki blade. The traitor Kansho nearly handed him victory, but Kinoconda erupted carrying the freed crew, and Luffy, vaulting off the giant snake, finished him using Gomu Gomu no Red Hawk. He was carried onto the battleships afterward, and Garp figured he would bounce back soon. The figure is an open parody of the Chinese strategist Zhuge Liang, widely known as Kongming, which reads Kōmei in Japanese.
