Kong

Broad-chested and thickly muscled, Kong is a tanned elderly man whose whitened hair and beard fan out in spikes, framed by patches of fuzz on either cheek that recall the ridges down a lizard's spine. Below his left eye sits a stitched scar. A sleeveless dark shirt covered in medals exposes his heavy arms, paired with armbands of dark green, a pale yellow scarf at his neck, and a Marine coat draped from his shoulders bearing fully yellow epaulettes. In his younger years he had neither the beard nor that scar.

Few details about Kong's temperament have surfaced, yet as an ex-Marine and a high-ranking official he clearly holds a firm sense of justice, although whether it leans moral or absolute stays uncertain. He takes considerable pride in his standing and in the corps as a whole, which led him to leave the service records of Garp and Sengoku unaltered so the Marine name would keep its luster, and he felt genuine disappointment that both intended to step down.

Around forty-two years before the present, while still an Admiral, Kong found himself defending the World Government's stance against admitting Elbaph after Garp, Tsuru, and Sengoku all insisted the giants would make a valuable member nation; pressed by Garp, he conceded the decision lay beyond his authority. Once raised to Fleet Admiral, he alerted Garp to the unfolding God Valley Incident, a warning Garp heeded only upon hearing that Roger was there too. During the Edd War, he learned of Shiki clashing with Roger and was seen yelling that his exchange with Garp was unfinished as the latter rushed off.

Kong eventually rose out of the Fleet Admiral seat to become the World Government's Commander-in-Chief, leaving the corps' top rank empty. From that office his reach spans the Marines, the government's spies, the now-abolished Warlords, Enies Lobby, and the Cipher Pols, standing below only the Five Elders, and it lets him strip a Warlord title or call down a Buster Call. His former rank, build, and many scars mark him as formidable, and since every officer of vice admiral grade or higher wields Haki, so can he, although his strength has yet to be displayed. When Garp and then Sengoku came to resign after the Summit War, Kong reluctantly released them on the condition their records and titles remained untouched, and Sengoku put forward Aokiji as the successor Fleet Admiral.
