Neoki is a Waiter within the Beasts Pirates who pulls guard duty at the Prisoner Mine in the Udon region. A swordsman of modest skill, he is best remembered for joining two crewmates in a failed attempt to finish off the restrained samurai Kawamatsu during Luffy's prison uprising.
Standing fairly tall with a heavily muscled frame, Neoki has a jaw that juts forward noticeably. Puffy purple hair sits above a metal mask that shields the upper portion of his face. His outfit leaves his torso bare beneath an unfastened purple top, paired with gray shoulder guards and blue trousers. Inked onto the lower right of his chest are the words BOUTTO 4TEL.
Sharing the disposition of the other Waiters, Neoki carries no sense of honor. He feels nothing wrong about striking down a foe who cannot fight back, provided doing so earns him recognition.

When Monkey D. Luffy's breakout threw the Prison Mine into disorder, the cage holding Kawamatsu was torn open in the commotion. Following Warden Babanuki's command, Neoki teamed with Nodoi Wakan and Hippan Natte to kill the still-shackled samurai. The pair were stunned when Kawamatsu launched a fish bone that buried itself in Wakan's throat and left him hurt. Soon after, Raizo hurled Kawamatsu's blade into the cage, and the freed swordsman cut down all three Waiters with ease, Neoki included. Against Kawamatsu he proved weak, going down without much of a struggle.
