Peepley Lulu

Lulu is a muscular man sporting black hair, a mustache, and his usual sunglasses. A single tuft of his hair refuses to lie flat; whenever he presses it down, it springs back up somewhere else, whether on the opposite side of his head, in his mustache, on his hand, or even atop someone else nearby. Intricate tattoos cover his upper body, green across the chest and red along the arms, and he wears striped pants with standard shoes. Aboard the Rocketman he switched to an open, vividly colored sleeveless top with two katanas slung over his shoulders.

Following the timeskip his look barely changes, save for a thinner, straighter mustache and a larger, more cone-shaped tuft of stray hair. When Franky's new bounty reaches him, that tuft splits into four little points. In One Piece Film: Red he keeps his pre-timeskip design even though the film is set afterward.

Lulu approaches his trade with real seriousness and holds genuine affection for his coworkers and his boss alike. Despite that earnest streak, he functions largely as comic relief, joining in the running gags such as sprouting his unruly hair onto opponents to throw them off. He also turned up among the men caught peeping on Nami as she changed aboard the Rocketman, nosebleed and all.

Counted among Water 7's top five shipwrights alongside Franky, Iceburg, Paulie, and Tilestone, Lulu is one of Galley-La's most accomplished craftsmen. Like his fellow foremen he commands tremendous physical power; a single kick of his managed to hurt the rubber-bodied Luffy, and he has displayed strong combat ability overall. Through some unexplained means he can also weaponize his hair, forcing strands out of an enemy's nose to distract them and open them up for a strike, a trick named Yosomi Kinmotsu. In a fight he favors paired weapons, having been seen wielding swords, guns, and saws at different times.

His record in battle includes the brawl at Dock 1, the assault on Enies Lobby where he fought Oimo and Kashii beside Paulie and Tilestone, and the clash against the Just Eleven Jurymen. He later helped construct the Thousand Sunny and reappeared during the Sea Train unveilings and the Egghead events.
