Seki has a strong jaw, with the upper canines showing as fangs, ears that come to points, and long dark-blond hair swept backward. Over a purple suit he drapes a lengthy dark coat, finishing the look with a white cravat, a rose-colored flower pinned at the lapel, gloves of white, and trousers in a dark shade. His earliest anime appearance differed a little from the manga, giving him a purple shirt with a heavy white collar, a deep-purple cape, and the same white gloves.
Known as a tyrant, Seki ran a regime that piled misery on his subjects. With his people scarcely able to survive, he still demanded that they hand tributes over to him and the World Nobles. Even so, he held some regard for his realm and thanked Akainu for crushing the pirates who had assailed it four years earlier, and he plainly loved his family, since his daughter insisted he would pay any sum to ransom her back. A streak of arrogance ran through him too, leading him to doubt that a land outside the World Government, such as Wano, could rank as a true nation. Once toppled and jailed, he stayed defiant, snarling threats of execution at his captors, yet he could only watch in dread as shafts of light came down to destroy everything he ruled.

As the sovereign of a World Government member state, Seki was among the select rulers permitted at the Levely, which lent him a measure of say over global affairs, all of which he forfeited once his people cast him out. Four years prior, pirates had laid his kingdom to waste, but then-Admiral Akainu rounded them up and shipped them to Impel Down, sparing the realm. On the journey to the Levely, raiders struck the Lulusia ship; Seki escaped unharmed while his daughter Komane was seized for ransom before the Marines recovered her. At the council he sat between Queen Lemoncheese and King Potaufeu and talked over the question of Wano with Lemoncheese ahead of the proceedings. After the Levely wrapped up and the two returned home, their citizens, emboldened by the Revolutionary Army, rose up and succeeded in deposing them, leaving Seki and Komane behind bars. Soon after, an ancient weapon obliterated the kingdom and the whole island beneath it on Imu's orders, with Seki last glimpsed as a brilliant light fell from the sky onto his country.
