Simon, known as Simon the Divine, captained the Simon Pirates and served as the chief antagonist in the video game Great Hidden Treasure, set across the Nanatsu Islands. A Logia user of the paper-based Pasa Pasa no Mi, he ruled those islands while chasing a dream of becoming king of the world.
Simon dressed in an ornate, all-white suit edged with gold and shaped somewhat like a cape, with a purple shirt worn underneath. A monocle covered his right eye, a thick golden brace encircled his neck, and a golden disk sat behind his head, while his shoes were polished black. He carried a gold-bound book in his hands. Beneath a small golden helmet his hair was black, with a single black antenna poking out at the front, and he sported a black goatee and sideburns, giving off the air of a gentleman.
Simon was a deeply self-absorbed megalomaniac who placed himself far above ordinary humanity, a belief rooted in the false conviction that his power was something he had been born with rather than a Devil Fruit. He even dismissed Devil Fruit users as imperfect. His dream was to reign as king of the world, which he imagined as a realm in which the strong consume the weak; he insisted that only under his rule, with every race treated as equal, could peace exist, though that equality hinged on everyone praising and obeying him. In truth he regarded humans and fish-men alike as lesser beings. He thought nothing of holding Nefertari Vivi hostage to blackmail the Straw Hats, broke his word to free her without hesitation, and even slew his own crewmate Niphtal. Learning at last that he himself had eaten a Devil Fruit shattered his sense of being unique. Like many in the series, he had a distinctive laugh of Fuhahaha.
As a boy, Simon was gravely injured in a mishap that a bandit called Ko had caused, and Ko hastily made him eat the Pasa Pasa no Mi to save his life. The fruit dissolved him into sheets of paper that mended his wounds upon reassembling, but he was unconscious throughout and never realized a Devil Fruit had been involved; he instead came to believe he was special from birth. That fruit, a paper-based Logia, let him create, manipulate, and transform into paper, firing slashing projectiles and even imbuing them with explosions, electricity, or poison. He later founded the Simon Pirates and lured pirates to the Nanatsu Islands, needing Devil Fruit users to gather the treasure's six eyes and awaken the creature Shushibaruba.
When the Straw Hats arrived, Simon confronted them at the Fortress of Zilpah and seized Nefertari Vivi as leverage. After they collected the six treasures, he reneged on the exchange, only for a chest rigged by Usopp to explode while Usopp sealed his paper power with paint. Simon fled with the treasures, used them to bring the hidden Na Island down from the sky, and murdered Niphtal when the latter begged for protection. He finally drew the crew into the chamber holding Shushibaruba, intending to feed them to it, but Ko revealed that Simon himself was a Devil Fruit user. Refusing the truth, Simon fought the Straw Hats, lost, and in his unhinged state pressed himself against the Shushibaruba egg, only to be swallowed by the very monster he meant to command.
