Snitcher

Snitcher wears glasses and keeps his shoulder-length black hair loose. While undercover as a broker, he pairs a white dress shirt and black boots with a newsboy cap covered in newsprint and turns his Marine coat inside out so its newspaper pattern faces the world. His true vice admiral look reveals hair split black on the right and white on the left, worn long, over a white vest and trousers, black boots, and a sleeveless officer's coat bearing the word justice on the back and lined inside with newspaper articles. Unusually for a Marine, he threads his arms properly through the coat rather than wearing it as a cape, and a gold necklace hangs at his throat.

A fervent disciple of the Marines' absolute justice, Snitcher loathes pirates and will spend anything, including the lives of his own men, to be rid of them. Koby describes him as ordinarily cool-headed and calculating, though his hatred of pirates eclipses even that composure. He tends toward overconfidence, gloating openly when his plans appear to work, yet he still falls into line beneath the chain of command, deferring quietly to Kizaru. Having witnessed the Summit War of Marineford firsthand, he regards it as a triumph so impressive that he longs to spark an even greater one.

Reputed as a man who commands information across the seas, Snitcher is also a capable fighter, able to hold his own against an opponent of Emperor caliber and poised to win until a distraction cost him. For a time he was placed in charge of the Pacifista Mark III, adding to his battlefield power, and as a vice admiral he held authority over all lower ranks until his arrest stripped it away. His rank confirms he can use Haki. His Riba Riba no Mi, a Paramecia fruit, lets him reverse time upon people or energy, a power he turns to both in combat and in supporting his subordinates.
