The 628th One Piece episode closes the filler Caesar Retrieval Arc as Law exposes the flaw in Breed's controlling power: the victim must hear his voice. With that weakness turned against him, the captain teams with the Kung Fu Dugong for a combined fist that finishes Breed.
Chopper and the Dugong attempt to resist Breed, who responds by siccing the other beasts on them. Everything changes once Law, Caesar, and Luffy burst in, and Luffy leaves the controlled animals senseless. Law reveals that he figured out the catch behind the Peto Peto no Mi: its orders only hold sway over those able to hear Breed speak. Backed into a corner, Breed unleashes the fruit on himself, swelling his muscles and power to come at the group, yet that very act loosens his command over the animals. Suddenly free, the beasts unite to hold him fast, and a joint punch from Luffy and the Dugong launches Breed away in defeat.
The reason Breed's former crew deserted him surfaces here: he never once made the effort to understand the people near him. All through the bout Law had merely feigned obedience, even during his exchange with Luffy, and just before the two would have hit the water he warped them both back onto the ship and seized Caesar once more, as the scientist tried to escape in the Shark Submerge III. With Breed defeated and the collars rendered useless, Luffy goes his separate way from the Sea Animal Pirates. Afterward, aboard the Sunny, the crew reads word of Doflamingo's alleged departure from the Warlords.
Serving to close out the filler Caesar Retrieval Arc, this installment debuts the non-canon team move Gomu Gomu no Seiken Zuki. Departing from a later manga moment, Caesar does not burst into joyful tears at the resignation report. An on-screen blunder spells Scratchmen Apoo as Scratcimen. Regarding the opening themes, in the original Japanese broadcast this marks the final use of Hands Up!, while for the Funimation simulcasts it closes out We Go!. The preview for the following episode is also trimmed.
