Leaders from across the world depart for the council that meets once every four years. Out on the open sea, Vivi reconnects with her pirate past as memories of her days among the crew come flooding back. Within a Loguetown hotel, the newly crowned Goa king Sterry settles into a lavish suite beside his queen. In Kano Country, meanwhile, its king readies his own departure even without the Chinjao Family at his side, and down on Fish-Man Island a terrified Shirahoshi is slowly talked into the journey by her brothers and her father.
Aboard the Sunny, the team out to rescue Sanji is still shaking off its plunge from the elephant. As they fight to keep their heading, Carrot leaps into view to lend a hand, leaving every one of them stunned.
Under the protection of Hina's Marine vessel, Vivi leaves her homeland accompanied by Cobra, the duck Karoo, and her attendants. From the crow's nest she revisits her history: the quarrel with Luffy over the best way to save her country, his vow to lend his crew's strength, her plunge from a tall tower halted when Pell flew Luffy in to catch her, and Crocodile's eventual defeat. She recalls crying out for the battle to stop as rain returned to Alubarna, then the wordless farewell when the crew lifted their X-marked arms instead of branding her a criminal. In the present, an ailing Cobra, plagued by a cough, intends to question the World Government about Arabasta's poneglyph and muses on whether Vivi will choose a husband, a suggestion she gently brushes off with a wink.
Finding nothing to praise in his plush quarters apart from a view of Roger's execution platform, Sterry chases his attendants away. Beneath the waves, Shirahoshi balks at going because Luffy once promised that taking her deeper into the outside world would be his job alone, yet her family insists the path is short and that Otohime's coexistence petition now carries enough signatures. Out at sea, with Nami queasy and the ship drifting, Carrot springs forward to help, and the crew gapes as they realize who she is.
The episode extends Vivi's departure, adding her recalling the friendship mark and wondering if she will ever meet the crew again, and serves as a recap of the Arabasta Arc. It introduces several minor characters along with Kano Country as a new locale. Stepping back onto the screen for the first time since the timeskip are Toto, Koza, Pell, Igaram, and Cobra. The entry forms part of the Zou Arc.
