Going into Action - The Implacable New Fleet Admiral Sakazuki

Two years on from the great war, Sakazuki now occupies the seat of Fleet Admiral, and to replace the shattered old headquarters the Marines have erected a stronger stronghold, New Marineford, positioned at the threshold of the New World as their renewed home of justice. He grows furious upon learning that Fujitora has surfaced at Mary Geoise, since he had forbidden the admiral from any base until Luffy and Law were taken. Fujitora counters that the holy land is technically not a Marine base, and once Sakazuki discovers Ryokugyu is present too, he sends instructions through T-Bone for the man to send the admiral packing. Talking over Luffy's steeply rising bounty with Borsalino, the Fleet Admiral laments having let the rookie live at the war and swears to crush the pirate era. Elsewhere, Sengoku ponders how rapidly that era has gathered force.

The installment lays out Sakazuki's reign as Fleet Admiral and the construction of New Marineford. He butts heads with Fujitora over the trip to the holy land and passes his orders through T-Bone. Recalling Whitebeard's final words, he concludes that nothing can put out the flame handed from Roger down to Ace and beyond. Sengoku, meanwhile, hails Luffy as the very first to break into the great prison and escape again with a band of former enemies turned allies, marveling at the rookie's gift for the impossible, like the Gates of Justice opening wide for his vessel. His mind then turns to the bedlam of the Marineford clash and Luffy's drop from the sky to reach his brother.

The episode functions chiefly as a retrospective on the prison-break and summit-war chapters, told through Sakazuki and Sengoku. Among its additions, Kizaru stands inside the office of Sakazuki, whereas the comic had left him out, and Sengoku feeds a sheet of paper to his goat. The installment belongs to the Levely Arc.
